Hosting Agreement with a Third-Country Researcher + Commitment to Cover the Costs of the Researcher’s Stay in the Czech Republic after the Expiry of their Residence Permit
The Hosting Agreement with a Third-Country Researcher (hereinafter referred to as the“Hosting Agreement”) and the Commitment to Cover the Costs of the Researcher’s Stay in the Czech Republic after the Expiry of their Residence Permit (hereinafter referred to as the“Commitment”) are key documents required when applying for a Long-term Residence Permit for the Purpose of Scientific Research in the Czech Republic. The Hosting Agreement is a contract concluded between a research organisation and a third-country researcher for the purpose of participation in a research project.
Detailed information on this residence permit category is available on the Information Portal for Foreigners of the Ministry of the Interior of the Czech Republic here.
Additional useful information can also be found on the website of Charles University Staff Welcome Centre. Both international researchers and the relevant Departments/Institutes of the Faculty of Mathematics and Physics may contact the Staff Welcome Centre directly.
How to fill in the documents:
- Complete both the Hosting Agreement and the Commitment electronically (the PDF documents are in editable mode); both documents are available for download: here
- The date “End of participation” in the Hosting Agreement must match the date stated in the Commitment ("ending on"). A long-term residence permit for the purpose of scientific research is issued for a maximum period of 2 years. If the stay is planned to be extended, Hosting Agreement and Commitment must be renewed in a timely manner.
- For the purposes of the visa process, original documents bearing handwritten signatures are required; scans or copies are not accepted by diplomatic missions. The documents are usually signed first by the Dean, followed by the researcher.
How to request the signing of the Hosting Agreement and the Commitment for a future employee of the department/institute (or their extension):
- Please send the duly completed documents (Hosting Agreement and Commitment) by email to ovzs@matfyz.cuni.cz, via the ESSS UK system, or in hard copy in triplicate to OVZS (Research and International Affairs Department).
- Along with the documents, a statement of approval from the Head of the Department/Institute and the relevant section Vice-Dean is required (for the School of Mathematics and the School of Computer Science, approval sent by email to OVZS, or a countersigned copy of documents, is sufficient; for the School of Physics, approval is required to be provided via the approval process in ESSS UK).
- For nationals of selected high-risk countries, an assessment by the Rectorate Security and Occupational Safety Department (BO RUK) is carried out prior to the conclusion of the Hosting Agreement and the Commitment. This applies, for example, to citizens of Iran, Syria, Russia, Belarus, China, India and Pakistan. For the purposes of this assessment, it is necessary to provide the researcher’s CV and a brief description of their scope of work during their stay (specifying exactly what they will be working on), together with details of the technologies, equipment and information to which they will have access, and whether the research will be basic or applied, as defined in the Handbook on Technical Assistance and Intangible Technology Transfer for Universities, Scientific Institutes, Research Centres and the General Public (in Czech), published by the Financial Analytical Office of the Czech Republic (FAÚ). Following the opinion of the BO RUK, the documents are subsequently submitted for signature or, where appropriate, for further assessment by the Management of the Faculty.
- Upon fulfilment of the above requirements and a positive assessment outcome, OVZS sumbits the documents to the Dean for signature. Once signed, the documents are sent via internal post to the Department/Institute (2 copies of the Hosting Agreement and 2 copies of the Commitment); alternatively, they may be collected in person.
- If the employment relationship (or, as the case may be, a Work Performance Agreement or an Agreement on Work Activities) is terminated earlier than specified in the Hosting Agreement, the relevant Department/Institute, shall notify OVZS of this fact.
